Combine all ingredients in mixing bowl, beat until well blended, spread in greased 13 x 9 inch pan. Bake at 350° 20-25 minutes. Brownies should be quite soft to the touch when removed from oven.Frosting: 1⅓ cup sugar, 6 Tbsp milk, ½ cup (or a little more) chocolate chips. Combine sugar, milk, and butter in sauce pan. Bring to boil and cook 1 minute. Remove from heat. Add chocolate chips, beat until frosting is creamy. Spread on brownies while warm.
